Admission Requirements

① Applicant must have a Master’s degree
② Or applicant is considered by the SNU president to have an educational background/experience that is equivalent to or higher than a Master’s degree
③ Or applicant is considered by law to have an educational background equivalent to or higher than a Master’s degree
④ In addition, applicants should have a master’s degree or equivalent in liberal arts or social sciences
⑤ Applicant must also fulfill English Proficiency Test requirements (i.e., minimum score of 664 on TEPS, minimum score of 94 on TOEFL IBT, minimum score of 240 on TOEFL CBT, or minimum score of 587 on TOEFL PBT)

Admission Documents

① Online Application (submit online)
② Official undergraduate and graduate transcripts
③ English Proficiency Test scores (i.e., TEPS or TOEFL scores)
TOEFL: official score report
TEPS: (no score report) indicate date of test on application
TEPS and TOEFL scores are only valid for 2 years after the date of test
Applicants that graduated from universities where the primary language is English are not required to submit TEPS or TOEFL scores because they will be considered as having received a score of 701 on TEPSs. However, applicants still have the option to submit test scores if they wish to do so
④ Cover letter and Research Plan (use the template provided by SNU and submit 2 copies each)
⑤ Official diploma (only applicable to those who graduated from universities in which the primary language is English)

Round 1 (October)

Round 1
  • 1st round of selections based on: Admission documents, interview & oral exam, English Proficiency (minimum score of 664 on TEPS, minimum score of 94 on TOEFL IBT, minimum score of 240 on TOEFL CBT, or minimum score of 587 on TOEFL PBT)
  • 2nd round of selections based on: course-specific Entrance Exam (exam on required course), admission documents, interview & oral exam
    -this round of selections targets those who did not pass the first step or first round of selections
    -Required courses: Public Administration Studies (Public Administration major), Public Policy studies (Public Policy major)

Ph.D 1st Round of Selections 1st round selection candidates: applicants are evaluated and selected based on their aggregate scores on interview & oral exam, admission documents; 1st round selection candidates move on to 2nd round of selections
2nd Round of Selections 2nd round selection candidates: 1st round selection candidates are evaluated and selected based on their aggregate scores on major-specific entrance exam and 1st round aggregate score

Round 2 (April)

English Proficiency: minimum score of 664 on TEPS, minimum score of 94 on TOEFL IBT, minimum score of 240 on TOEFL CBT, or minimum score of 587 on TOEFL PBT
Course-Specific Entrance Exam (exam on required course): Public Administration studies (Public Administration major), Public Policy studies (Public Policy major)
Admission documents: undergraduate and graduate GPA
