- 행정은 국민이 원하는 바를 파악하고 이를 실현하는 행위로 이해한다. 문제는 국민의 뜻을 어떻게 알 수 있으며, 또 파악된 국민의 뜻을 어떻게 하면 잘 달성할 수 있는가 하는 점이다. 발전국가 시절에는 국민의 뜻을 파악하는 것도 또 이를 집행하는 것도 행정부가 주도하는 것이 바람직하다고 보았다. 때문에 국가의 발전을 위해서는 행정의 발전이 요체였다. 그러나 민주정부 아래에서 공익결정과 집행의 주된 역할을 행정부가 담당할 수도 없고 또 그래서도 안 된다. 그렇다면 민주정부 하에서 행정부의 역할과 책임은 무엇인가? 정책의 결정과 이를 위한 수단의 선택, 공무원의 충원과 배치, 그리고 조직과 예산의 배분을 어떻게 하는 것이 바람직한가? 이러한 논쟁을 통해서 한국행정의 바람직한 방향을 모색하고 설계하는 것이 본 강좌의 목적이다.
- This course is designed to provide students with an understanding of the institutional, political, and normative context of public management in a democratic political system. This course introduces students to the central issues, values, and controversies facing the contemporary public manager, and seeks to enable students to appreciate, understand, and cope with the political nature and dynamics of public administration in a democratic society. The course provides students with an understanding of both the power of the administrative state and the political constraints imposed upon it. Particular emphasis will be placed on issues of accountability, equity, responsiveness, and the concept of the public interest.

- This is a doctoral seminar for learning and building theories of Korean Government and Public Administration in the context of the state-civil society relations. Discussion topics include: the theories of the modern state and civil society and their relevancies in Korea; the state forms, functions, apparatus, autonomy, strength, hardness, capability, competitiveness, rise and fall; and such post-modern concepts as ‘governmentality.’ Each student is encouraged to design research frame-works for conducting researches on his/her own specific subjects.

- 행정법과 행정제도에 대한 법정책학적 접근을 통하여 현대행정국가에 있어 법과 행정의 상호관계를 구명하고, 행정부문에서의 정책과 제도의 이론과 실제를 분석·검토한다. 행정에 관한 법과 제도의 형성과정과 실현과정을 법정책학의 다양한 방법론을 사용하여 분석함으로써 단순히 기존의 행정법과 행정제도의 구조와 내용을 파악하는 수준을 넘어서 입법수준에서 바람직한 행정법 제도를 수립·실현하기 위한 이론과 실천 양면에서의 처방적 준거들을 모색한다. 사회적 현안이 되었거나 되고 있는 주요한 행정법 제도를 대상으로 삼아 법이론 및 법정책학적 논의를 진행한다.
- This seminar course is an advanced study of major administrative institutions and their legal policy aspects This course will cover the current issues of administrative-legal institutions, such as administrative procedure, the freedom of information, participation in the administrative process, administrative remedies and the legal aspects of regulation It will also adopt a theoretical approach to the administrative- legal policy making in the course of the semester Focusing on the interrelationship between legal process and public policy, this course aims at building up the main framework of legal policy science of public administration Students are encouraged to present prescriptive standards and solutions for institution building in various administrative fields This course will not only cover legislative issues but also the problems of implementation and performance Discussions will ultimately lead to the topic of administrative law reform.

- This seminar is intended to provide the doctoral students with knowledges of the traditional and new governance systems and the public leadership styles to facilitate the systems. The participants are introduced to various leadership styles, including manipulative, symbolic or ideological, democratic, transactional, quantum, and transformational leadership, and the possibilities and limits of collaborations between the single- or multi-sector /organizations of the state, market and civil society for public problem solving, including public service provision, social risks and conflicts resolution, etc. The students are induced to design his/her own paradigms of public governance and leadership in order to solve her/his chosen public problems.

- The objective of this course is to help doctoral students to understand and apply philosophical foundations of theories of Public Administration. The participants are introduced to the ontological, epistemological, human nature and methodological assumptions of the Public Administration Science, the individualistic, pluralistic, elite and class perspectives on the state and society, and pragmatism, modernism and post-modernism, etc., and induced to apply the knowledges to illuminating the core concepts, theories and issues of Public Administration, including the publicness, stateness, public interest, public ethics, administrative accountability, policy values, politics -administration dichotomy, (neo-)administrative state, bureaucracy, New Public Administration, Public Choice, New Public Management, governance, post-modern theories of Public Administration, etc. At the end of the semester, each students is expected to propose his/her own philosophical/theoretical framework for studying Public Administration. course will introduce the planning process theory focusing on national development plan and help students develop planning capacity by examining the practical aspects of planning Topics to be covered include the following: the concepts, ideology, typology, historical background and trends of planning; procedural theories that involve the process, organization and system of planning, and its methods of approach; the origin and development of national planning system; planning organizations; process of planning in foreign developed countries; the reality of our planning systems.

- This course intends to build professional capacity to perform research for effective public management that is a critical determinant of performance in modern governments. Competent and proactive managers play key roles in buffering external influences and overcoming resource restraints, which often leads to high-performing public organizations. The focus of this course is on investigating empirical knowledge about the factors to determine the effectiveness of public management and the relationship between the quality of public management and the various dimensions of government performance. Courses on general theories of organization and on methodologies including quantitative analysis are prerequisite.
