- 정책평가의 기초적 이론과 방법에 대한 이해를 토대로 고급정책평가 이론과 방법론에 대한 이해와 활용능력을 한층 심화시키며, 정책평가에서 다루지 못했던 특별한 방법론적 이슈와 토픽들을 다룸으로써 정책평가 전문가로서의 능력과 소양을 배양하는 것을 강의의 목적으로 한다. 주요 주제는 평가를 위한 논리모형의 개발, 복잡한 프로젝트 개발을 위한 프로그램 논리 모형의 활용 등을 포함한 로직 모델링 방법들, 프로그램 기획과 논리모형을 활용한 평가의 통합, 정부와 비영리 조직의 성과측정방법, 산출결과와 임팩트 평가 방법, 평가를 위한 회귀분석방법의 응용, 권능부여 평가방법(empowerment evaluation), 평가역량 구축과 평가를 통한 조직학습이론, 기타 현안이 되고 있는 특정평가 이슈들과 방법론 등이다. 이 강의는 실제 평가사례를 발굴하여 학생들이 직접 평가에 참여하도록 함으로써 평가실무를 통하여 평가에 대한 능력과 소양을 배양하도록 한다.
- The purposes of this lecture are to enhance understanding and application capabilities of advanced evaluation theories and methodologies based on basics of evaluation. - 이 과목의 목표는 정책수단의 선택과 그 선택의 결과에 관한 연구능력을 개발하는 것이다. 현대 정부가 활용하는 정책수단은 급격하게 변화하고 있으며 이러한 변화를 이해하고 전문적 조언을 제시할 수 있는 지식에 대한 요구가 증가하고 있다. 초점은 정책수단선택에 관한 실증적 인과지식을 탐구하는 것과 더불어 정책수단의 효과적 설계와 관리를 위해 필요한 실무적 지식을 모색하는데 두어진다. 이 과목의 구체적 내용은 개별 정책수단의 특성, 효과, 선택과정에 관한 국내외 연구문헌의 심층적 검토와 국내외 사례에 관한 토론으로 이루어진다. 정책수단별 전문성이 요구되므로 각 정책수단의 전문연구자인 여러 교수가 공동 강의하는 것을 원칙으로 한다.
- The goal of this course is to develop students’ academic ability to study the choice of policy instruments and its consequences. Instruments implemented by modern governments have changed rapidly and there is an increasing need for the knowledge of policy instruments that policy makers may consult. This course focuses onempirically examining instrument choice and investigating practical knowledge for designing and managing policy instruments in effective ways. The first part of this course will examine the general and conceptual issues in the instruments literature and the last will review and discuss individual policy instruments.

- 많은 정책적 이슈들은 이해 당사자들의 전략적인 상호작용이나 이해당사자들 간의 비대칭정보가 존재하는 상황을 당면한다. 이러한 전략적 상호작용과 비대칭정보 상황을 이론적으로 모형하기 위해서 현대 사회과학에서 게임이론과 비대칭정보 이론이 발전하였다. 이 과목은 게임이론과 비대칭정보이론의 주요 연구 성과를 논의하고, 이러한 이론들에 기초하여 민영화, 규제완화, 준시장제도 등의 정책과제를 연구하는 것을 목적으로 한다.
- Many public policy issues are faced with the situations in which stake-holders’ (or players’) strategic interactions and/or asymmetric information between them. The game theory and the asymmetric information theory have been developed to model and analyze scientifically stake-holders’ (or players’) strategic interactions and asymmetric information between them. This course studiesimportant theoretical progresses made in the game theory and the asymmetric information theory, and then applies these theories to the policy issues including privatization, deregulation and quasi-market.

- The Korean economy has currently experienced the transition from the government-driven growth policy to the full- pledged market-oriented policy. Under this circumstance, more emphases are given to the competition policy which regulates the antitrust violations. This course discusses economic theories and empirical cases of the competition policy in Korea. The topics in the course include M&A, bundling, predatory pricing, loyalty discounts, refusal to deal, IPR and collusion.

- 본 과목은 소득 분배 및 소득 불평등과 관련된 이론적, 방법론적 문제들을 살펴봄으로써, 소득 불평등의 의미와 속성, 그리고 그 영향에 대해 비교론적 관점에서 고찰한다. 이를 위해 분배문제와 관련된 정치학, 경제학적 논의들을 선별된 몇 가지 주제를 중심으로 살펴보고, 이를 통해 불평등 완화를 위한 공공정책의 필요성, 유효성 및 양자 간의 순환적 상관관계에 대해 구체적 사례를 중심으로 살펴본다. 특히 중시되는 점은 불평등이 갖고 있는 다면적인 역학관계에 대한 이해와 이를 공공정책 형성으로 연계할 수 있는 연구능력의 배양이다.
- The course offers students an opportunity to explore economic and political questions related to inequality and socioeconomic policy. We examine the major discussions of these distributional issues and related public policies in their meanings and development through the series of theoretical and empirical reading materials. During this course, various definitions, aspects, and sources of inequality as well as their implications on specific subgroups will be explored and relevant policy needs or alternatives will be discussed. Our key goal is to seek a tentative but relevant understanding about how inequality is related to or interacted with politics and public policies and how they could be analyzed in securing the quality of evidence.

- 본 강의는 환경문제와 국제관계에 대한 세미나과목이다. 환경에 직접 또는 간접적으로 영향을 미치는 국가 간 상호작용과 기후변화를 포함한 최근의 환경이슈들을 다양한 유형의 논문을 통해 심도 있게 접근하고자 한다. 강의는 제한적으로 이루어지며, 총체적 담론과정을 통해 환경문제에 대한 정책적 대안을 모색하고자 한다. 학생들은 매주 할당된 논문을 숙독하고, 수업시간 토론에 활발히 참여하여야 한다. 발제논문은 방법론적·이론적 측면에서 비판적으로 검토한다. 한 학기 수업을 통해 수강생은 저널이나 학회에 발표할 수 있는 수준의 보고서를 제출해야 한다. 보고서 주제는 학기 초에 강의요목에 포함된 내용 중에서 교수와 개별적인 면담을 통해 정하고, 제안서는 수업시간 발표를 통해 수정·보완한다.
- This is a research seminar in international environmental politics. Under this rubric fall a wide array of direct and indirect transboundary interactions and relations affecting the environment. The readings have been organized along major theoretical themes. Lecturing will be limited to some guiding comments. Collective discourse is central to this seminar. The first goal of the seminar is the production of a paper with long term utility, i.e., conference presentation and publication and/or dissertation proposal or chapter. The papers will be prepared and discussed in class during the last part of the semester. A second goal is the critical examination of the assigned readings with an eye to their individual and collective methodological and theoretical claims. A third goal of the seminar is to engage in critical discourse and mutual assistance.

Main methodologies covered are statistical causal analysis, Fault Tree Analysis, Multi-Attribute Utility Theory, Quality Function Deployment, Concept-Mapping Techni- ques, Nonmarket Valuation Methods for Regulatory Impact Analysis including Stated Preference Methods, Revealed Preference Methods, Contingent Valuation Methods, ect. This lecture also will include special topics related with current policy analysis methodological issues.

- 본 과목은 대학원 박사과정 수준에서 필요한 우리나라의 주요 정책과정에 대한 경험적 연구능력을 함양시키는 데 목적이 있다. 따라서 본 과목에서는 기존의 미국과 영국 등 서구 국가부문에서의 정책사례를 중심으로 분석되는 정책과정 연구분야의 한계를 극복하고 우리나라에서 실제로 국가정책이 수립 결정·집행되는 과정들을 경험적으로 분석하여 학생들로 하여금 이 분야에서 박사학위논문을 작성할 때 연구의 출발점을 제시한다.
- This course is designed to cultivate the ability to conduct empirical research on major domestic policy making processes, which is required at the doctorate level Students will be encouraged to do case studies of policies in nations other than the usually examined cases of the U.S., England and other western countries; they will do empirical research studies on the formation, decision making and implementation of domestic national policies This course aims at providing students with the initial experience in this field before writing their own doctorate thesis.

- 현대행정에서 정치경제학적 분석의 필요성이 어느 분야보다도 높은 정부규제에 관한 이론을 심도 있게 검토하고 우리나라의 특수한 실정에 맞는 정부규제이론의 개발에 역점을 둔다. 이를 위해서 기존이론의 검토만이 아니라 우리와는 정치·경제·사회적 배경이 다른 선진국에서 개발된 이론들이 갖고 있는 한계를 국가론적 시각에서 비판하고 가급적 우리나라의 경험사례에 적용해 보도록 한다.
- In this course we will focus on developing a more fundamental theory of governmental regulations from the politico-economic perspective, which is necessary in this field We will discuss the emerging issues of regulatory culture so as to develop studies on the unique regulatory practices in Korea In doing so, we will not only study the well- established theories but also critique on the limitations of other theories developed in the countries with different political, economic and social background.

- 공공정책은 시민들을 규제하거나 재화를 재분배하기도 한다. 이에 따라 공공정책이 추구하는 목적과 그것을 달성하려는 정책수단은 사회적, 정치적으로 합당한 것으로 받아들여져야 한다. 예를 들어 공공정책은 사회정의에 부함해야 하며, 모든 시민들에게 불편부당하게 적용되어야 한다. 그러나 실제로는 최근의 보편적 복지정책 논쟁처럼 정교한 이론적, 규범적 논거 없이 정치적, 경제적 이해관계에 따라 자의적으로 공공정책의 정당성을 제시하는 현상이 발생한다. 공공정책이 합당한 규범적 근거를 갖지 못하면 사회적 갈등을 유발할 뿐만 아니라 해당 정책이 지속될 수도 없다. 이러한 문제의식에 본 과목은 공공정책을 사회정의, 평등, 시민의 자유와 공공성 등의 현대 민주주의의 근간을 이루는 정치적 규범을 통해 분석하고 이에 따라 다양한 공공정책의 규범적 정당성을 파악한다. 이와 함께 공론의 방법을 통한 심의, 공동체주의, 개인주의에 근거한 공공정책의 차이 등에 대해 분석한다.
- Public Policies regulate citizens and redistributes their private resources. For this reason, goals and instruments of public policies should be accepted as reasonable and justifiable in the society. For instance public policies should be impartial to everyone and not violate the principle of social justice. In reality, however, policy makers and the public alike are not seriously engaged in the discourse of public policy, and, instead, promote only their economic and poltical interest. However, public policies without solid normative grounds cannot achieve its aims or be sustainable. This seminar will try to address such challenges by going through political theories of public policies. In particular it will analyze issues on justice, equality and freedom. It also examines contrasting perspectives to political theories such as liberal ideas on freedom, communitarian theories of virtue and republican idea of citizens.
