As the global society advances, it becomes imperative to discuss the public administration theories that are applicable to diverse nations and the global society itself. Public administration theories that deal with Western capitalism, socialist nations, communist nations, and the global society should be discussed. Theories of global public administration should be distinguished from the development administration of the developing countries of the 1960s, and theories that can be applicable to the 21st century should be discussed. Theories of global public administration are closely related to the global society's quality of life and well-being. - 본 과목은 행정학 정책학 분야에서 활용되고 있는 통계분석의 기초를 확립하고 양질의 분석능력을 배양하는데 그 목적이 있다. 특히 문제에 대한 이해, 주어진 자료에 대한 기술, 분석 모형의 개발, 자료와 모형간의 연계를 통한 추론의 과정을 명확히 이해하고, 이를 활용한 실제 계량분석이 이루어질 수 있는 경험을 제공하고자 한다. 이를 위해 다중회귀모형 및 관련 모형을 중심으로 실제 분석단계에서 발견될 수 있는 예를 이용하여 수업이 진행될 것이며, 통계패키지를 활용한 실습시간이 제공된다.
The aim of this course is to establish foundations for good analytical inquiry through exploring the statistical tools that are heavily used in public policy and public administration analysis. In particular, we are interested in how to draw (descriptive or causal) inferences from observed phenomena to unobserved ones by securing the quality of empirical evidence in addition to understanding research questions and describing data. We will cover a wide range of statistical topics and methodological issues based on linear regression model and its variations, and enhance the analytic capability through the series of lab-sessions with statistical packages.

Change and innovation define the global period of the 21st century. Leadership that promotes change and innovation for the development of society is more urgent than ever before. Global leadership must not only promote change and innovation but also act as a transformative leadership that pioneers global environmental and social innovation. In addition, because global leadership must aim to support the quality of life and well-being of the 21st century, it should simultaneously take public ethics into consideration. Just as public ethics is demanded within a nation, it is important to consider public ethics for the global society. This course will discuss global leadership and its need within the global society, the qualities of global leadership, social innovation, intellectual development, need for public ethics, and contents of public ethics.

The aim of this seminar is to introduce major theories of public policy studies in order to deepen our understanding of public affairs. The students are expected to go on applying those concepts and theories to real-world public policy challenges. The seminar will analyse policy process such as agenda setting, policy making, implementation and evaluation. It will also examine various policy actors who influence public policy such as the President, elected politicians, bureaucrats, legal practitioners and civil society activists as well as ordinary citizens.

This course introduces the study of corruption and corruption control. Corruption is considered individual, organizational, national, and international problems. What us corruption? The term “corruption” is applied in ways that are sometimes culturally specific, but which cover a broad range of practices. Does the pervasiveness of corruption really impose substantial and widespread societal costs, impeding economic development, limiting the efficiency of public services, and weakening political institutions by undermining trust in government? The causes and consequences of, and control strategies for corruption have been contested in various literatures. The purpose of this course is to understand the topic to systematic study, combining insights from several different disciplinary perspectives, including political science, economics, sociology, and public management.

This course intends to help you acquire the basic knowledge about organization theories and to develop your ability to think critically about managerial practices in organizations. While some attention will be given to private organizations, the primary focus will be on public and quasi-public organizations. Key themes that will be examined include organizational environment, goals, effectiveness, powers, decision-making, structures, leadership, cultures, and changes. As public policy is increasingly made and implemented at the global level, there has been emergence of a global governance structure. Governments of nation-state, which have been the dominant player in public policy, need to redefine their roles. This seminar will examine institutions and public policy at the global level and review the feasibility and relevance of global governance. In terms of policy area, this seminar will pay special attention to social development and poverty reduction, which have been carried out through the system of global governance. This will provide opportunity to the students to tackle policy challenges of the developing countries from the perspective of global governance.

- 각국의 외교정책을 비교 검토하고, 국제사회에서 각국의 나아갈 길을 모색하는 데 역점을 두고 있다. 특히 미소중 등 강대국의 외교정책과 중진국 대열에 끼고 있는 국가의 외교정책, 약소국가의 외교정책을 연구한다. 특히 분단된 한국이 격동하는 국제관계 속에서 최소의 비용(희생)으로 최대의 이익을 달성하고, 국가의 생존을 유지하는 방법을 모색함에 중점을 두고 있다. 서방국가 신생국가 약소국가의 외교정책 특징을 비교 검토한다. 각국의 외교정책을 뒷받침하고 있는 국력과 이의 증진책도 겸하여 분석하고, 국제사회에서의 사건에 관한 사례도 연구한다.
This course will focus on comparing and reviewing the foreign policies of other countries We will study the foreign policies of strong nations such as the U.S., Russia, and China as well as those of developing countries and weak & small countries Emphasis will be laid on exploring the way for Korea to achieve maximum profit by minimum cost in turbulent international relations We will compare and review the characteristics of foreign policies in the Western countries, newly emerging nations and weak&small countries We will analyze the national power supporting the foreign policies along with the measures to promote them Case studies on the events of the international society will also be carried out.

- 각국의 외교정책을 비교 검토하고, 국제사회에서 각국의 나아갈 길을 모색하는 데 역점을 두고 있다. 특히 미소중 등 강대국의 외교정책과 중진국 대열에 끼고 있는 국가의 외교정책, 약소국가의 외교정책을 연구한다. 특히 분단된 한국이 격동하는 국제관계 속에서 최소의 비용(희생)으로 최대의 이익을 달성하고, 국가의 생존을 유지하는 방법을 모색함에 중점을 두고 있다. 서방국가 신생국가 약소국가의 외교정책 특징을 비교 검토한다. 각국의 외교정책을 뒷받침하고 있는 국력과 이의 증진책도 겸하여 분석하고, 국제사회에서의 사건에 관한 사례도 연구한다.

This course covers the theory and practice of international trade policy in some depth. We start by developing a set of simple models of international trade, in order to understand the redistributive effects of trade policy. Then we addpolitical structure in order to understand the forces that influence the policies chosen by policy-makers. We investigate how domestic institutions such as elections, lobbies, and parties influence policy choices. In the next phase, we move from a domestic focus to one that introduces policy-interactions across borders, focusing on the role of the international trade-regulating institutions such as the GATT/WTO and preferential trading arrangements.

In this age of AI, robotics, IoT, and other advances in technology, government’s regulatory regime faces different set of challenges and policy responses. This course seeks to examine various features of market failures and government failures in theoretical contexts as well as their implications to the workings of market and government. It also analyzes different policy tools government utilizes in its effort to deal with market failures and how these tools have evolved over the years. Other topics such as economic deregulation (and re-regulation), industrial policies, globalization, and privatization are also covered.

The goal of this course is to learn how we can objectively and scientifically assess the real value created by international development programs. Regardless of sectors, demand for strong accountability to donors has been constantly increasing in international community. In order to secure accountability properly, the most important task is to obtain information about ‘what works for whom?’, and to revise the program accordingly. In this course, we first learn the concept of ‘impact’ and the basic principle how we can measure the impact based on the social scientific theory of causal inference. And then, we cover various practical issues including, evaluation design, estimation methods, data, implementation evaluation, cost-benefit evaluation, and etc. For the purpose of evaluation case studies, we specifically focus on international development sectors and choose textbooks written for international development evaluation.
